Project Title

Study to identify and assess possible options for updating Council Directive 89/654/EEC and Council Directive 90/270/EEC

Abstract

The EU legal framework on occupational safety and health aims to ensure a minimum level of protection against work-related health and safety risks for workers in all EU Member States.

An evaluation carried out in 2017 revealed that some OSH directives no longer reflect the latest socio-economic and technological developments and should be updated. Therefore, the European Commissions Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL) commissioned a Europe-wide study, which is being carried out by a consortium of Deloitte, Panteia and vhp Human Performance. This study will assess the need for a revision of the directives on minimum safety and health requirements for workplaces (89/654/EEC) and on work with display screen equipment (90/270/EEC). Both research and expert interviews (with representatives of politics, labor inspectorates, research institutes or occupational health centers as well as employee and employer representatives) is carried out in all European countries. Abif has been commissioned with the national implementation of this study in Austria.

The aim of the study is to gain knowledge on the following topics:

  • Relevance of the Directives
  • Health and safety impacts of the Directives
  • Compliance with the Directives and related administrative costs
  • Macroeconomic and Socioeconomic impact of the Directives
  • Future outlook of workplaces and the work with display screen equipment
