Impact Analysis of the Implementation of an Experiential Learning Truck in Upper Austria (Scientific Accompanying Study)

Abstract

Against the backdrop of technological transformations and the increasing demand for skilled workers, STEM-oriented career guidance is becoming increasingly important. In Upper Austria, this is strategically anchored in the labor market initiative “upperWORK.” Starting in 2026, an innovative format—the experiential learning truck (“Star Truck”)—will be introduced to present STEM professions in a vivid and engaging way and to reach new target groups.

The Public Employment Service Upper Austria (AMS Upper Austria) has commissioned a scientific evaluation of the implementation phase in order to analyze both the rollout and the positioning of the Star Truck within the existing career guidance landscape (particularly BIZ centers and services provided by the social partners). The study conducted by abif and EVACON does not focus on long-term impacts, but rather on positioning, usage, and the functional differentiation of the new offering.

Methodologically, the study combines an analysis of existing STEM-oriented programs (including cost comparisons), an implementation analysis, the evaluation of monitoring data, as well as qualitative interviews and observations. In addition, a resonance analysis is used to examine the extent to which the Star Truck stimulates interest, interaction, and new perspectives on STEM careers among young people.

The findings will be translated into concrete recommendations for action, with the aim of clarifying which existing services should be replaced, complemented, or continued, and how the Star Truck can be sustainably integrated into the career guidance strategy.
