The qualifications and potentials of freelancers
Abstract
As freelancing grows in importance, research on labour market and training is shifting its focus to this segment. A literature analysis and 30 qualitative interviews helped us find out how the group of freelancers defines itself and to identify potential qualification deficits. The study includes a literature analysis limited to German-speaking countries and a national secondary data analysis.
We defined three qualification levels and selected two to three vocational fields for each level in order to analyse the specific features of the corresponding qualification profiles. Ten qualitative interviews in three different Austrian regions, Vienna, Steyr (Upper Austria) and Klagenfurt/St.Veit (Carinthia) were carried out. The goal of the project was to determine the main features characterising freelancers.
Moreover, the conditions of freelancers in urban, semi-urban and rural areas in Austria were also taken into account in order to identify possible differences. The results were disclosed in publications by the Public Employment Service Vienna.
